Permission To Create User .... really urgent

Hi all,

i'm trying to give some users( lets say user group managers ) the permission to create a user but it's not working !  
i tried various permision but still give access denied
i also tried to gave the managers COORDINATOR permission on the users home ref but still not working  :cry:
i really need to know this fast plz

no one reply !……is this issue too silly or alfresco allow only admin to create user !!!!??? :shock:

Only the administrator can create users and groups

content coordinators can invite users and groups to specific content
