Hello.
I make following actions
1. I put to the user the right contributor
2. He adds the comment to the document
3. I change the right for the user on comsumer
Expected result
Sees earlier added comments and cannot make anything with them
Received result:
Sees earlier added comments, washes to change or remove the earlier added comments
It is an bug or it should be?
If it should be, as it is possible to receive expected result?

It's expected behaviour. Comments are nodes themselves, so anyone who creates one automatically becomes the owner with full permissions.

Is it possible to make somehow that after addition, the user could not remove the comment?

As Mike has said - comments are nodes and everything you can do with regular documents you can do with comments as well. This includes the implementation of rules / policies, which adjust the permissions / ownership, or actions that reassign ownership.
For a general use case as you indicate, you could define a content rule that does this for all content elements of type "fmSmiley Tongueost".

What we do in about 80% of customer projects is actually revoke ownership status for most of the business content after creation (comments and such excluded), as ownership and its privileges almost always interfere with role-based permission management which needs to be consistent, intuitive and easy to understand by users.
