You would not permit or deny content based on a rule, you would use roles and permissions. You would also not use a rule to prohibit creating new spaces. Take a look (in the Alfresco interface at the permissions on the Company Home… remove the "EVERYONE" group, and then create a new group and put people in there. You'll need to do some experimenting, but altering I was able to remove the ability to create a site from everyone.
