New base language pack?

Is there any plans for a new base language pack?
The latest one I can find on sourceforge seem to be 2.1R1.
So is sourceforge the way to get the set of files needed for translation, or are they available via SVN. I assume the answer to the last question is yes, but scattered around in different folders/projects, so maybe use the path /projects/lang-packs/ in the source tree to collect them.
Translation need to keep up with the high Alfresco development pace, so anything that helps notifying that there are more strings that need translation is needed. Something like this http://tortoisesvn.net/translation_devel_gui maybe?

Any thoughts on how to best put this into a simple process that makes it easier to follow what new string that needs translation?
