metadata 'cm:modified' changes values

Hello,
I have noticed that the metadata "cm:modified" can change its value even if we didn't change the docuement . For example, while displaying the document details without updating any property or changing anything  . Is there a way to stop this metdata from generating wrong values ?

cm:modified will not spontaneously change.   Something **Has** changed it,  whether an action or a policy or some bit of application logic somewhere.   Perhaps use debug logging or a debugger to see what's going on.
