how to unable reject button when validation failed also.

In my workflow i have three fields which are mandatory and i have approve and reject buttons in that. Here my requirement is like the approve button should not enable until user enter data in three fields but the reject button should be enable even the user will not enter data in any of the filed.

can any one,please help me.
