How to prevent users from creating sites?

Hi,

Is there any configurations that I can set to disable users from creating sites? I want to allow only certain groups of administrators to create sites.

In my case, only admin can view the header of actions….
so…
In header.get.html.ftl i add a condition…

      <#if user.isAdmin>
         <span id="${id}-appItems" class="app-items hidden"><@header.renderItems config.global.header.appItems id "app" /></span>
      </#if>
