how to include Activiti designer/modeler in web application

In a Java Web application is it possible to integrate the activiti modeler so that users can design the workflow at run time?

Yes. It's not trivial though: you will need to take the javascript application that the modeler is from Explorer and make it work in your own application. Many have done this before, there should be something in the past forum posts on this.
