How to give Add User permission for a user in Alfresco Share?

As per the requirement , I need to give "Add User" permission for a particular user, who is the site owner. But don't want to give any other Admin privileges. How can I do this?

Only users with admin privileges can add users as far as I know there is nothing you can do about it.

That means, there is no way to create a second admin with limited permissions?
