How to create WebForm using java or javascript API?

Hi,
Currently i am creating Webforms under the DataDictionary through the Web client Browser. For my case, i need to manipulate the upload of Web Form through an application.

Is there any existing API that i can use to manipulate this? There should be some WebForm Service Layer?
