How I can get access to the Alfresco Workflow Designer?

If you have appropriate access rights you may download the Alfresco Workflow Designer, a pre-bundled install of the above.

What should be done to get te access? Why is not available? Is there any reason?

The Alfresco Workflow Designer bundle is an enterprise (for convenience) bundle - it includes Eclipse etc

You can install the designer yourself by following the steps at:

I'm a Netbeans user, isn't there an equivalent tool/instructions for Netbeans?

The jBPM designer is an Eclipse plug-in.  I'm not sure you can use it in Netbeans.  Sorry.
