How do I create a dashboard view?

How do I create a dashboard view? I found little info on the wiki http://www.alfresco.org/mediawiki/index.php/Template_Guide; but was unable to understand clearly the steps to do it.

I'm not sure what the problem is - I have tried this in JBoss and can't reproduce the problem.

Has anyone else using JBoss Portal + 1.3dev seen this issue?
