How can I hide users from eachother in Share ?

Hello,

We have a customer who wants to build a "quote" site. This site is containing documents the companies need to make a good offer/quote.
The customer want to invite several external companies to make a quote or offering.

But it is very important that an individual company cannot see what other companies are asked to also make a quote.

With a default Share site it is very simple to do a search to all other members of a site.

What are the options to hide all other users from each other? The Share server is also containing a lot of other project sites where users should see each other.

I was thinking of making a special quote site type with only the documentLibrary visible. But how can I the hide all the people/member search options.

One option is to have "random" user ids rather than meaningful names.    Would that do?

I don't think random userids will do because a user can simply click on any user and see its emailaddress.

I did some more thinking about my problem and there might be another solution:

limit the search for people only to their own site for certain users (non-admin or a quote group e.g.)
You could also limit the search completely for certain users.

Does anyone now how to implement a limited search within their own site only?
