I assume you are talking about the "Site Members" list in Alfresco Share. You are right that there is no simple default configuration option to simply hide that from the UI. But if you created a Surf extension module you could remove the navigation link from the header and thus avoid consumers from navigating to that page. The documentation about removing a menu item should help you get started since the link is part of the site navigation sub-menu.
