I am wondering if there is a way to deploy a new content type or webscript without restarting Tomcat.

Yes.

In order to deploy a new content model definition you have to:
1. Drop your new model inside the repository at these path: /Company Home/Data Dictionary/Models
2. Active the model modifying properties and checking "Model Active" then Save

If you want to deploy WebScripts:
1. Put your WebScripts inside the repository: /Company Home/Data Dictionary/WebScripts Extensions
2. Press the Refresh WebScripts button in the WebScripts index page at this address:/alfresco/wcservice/

Thank you for your response.
This is to be done manually, can I put the new Model under Company Home/Data Dictionary/Models and do the refrech ( for webscripts ) programmatically.
