Grayed out items in Share

I just upgraded from 3.2 to 3.2R and everything is working correctly in Share except that now both the "New Folder" and Upload icons are grayed out in the Document Library section. CIFS and Ftp allow me to post new content and I can highlight existing content and select "Upload New Version" and this also works. I've read some posts on making sure Flash is upgraded. I believe I have the latest. If I go back to the previous release, it works fine. Could there be a bug in 3.2r or should I be looking at something else with perhaps security. The Alfresco app lets me "Add Content" with no issue. The problem is only in share. I have also tried creating a new site, but the two icons are always greyed out.

I am running the Typical install on Windows 2000.

Make sure your browser hasn't got an old, cached copy of the v3.0 scripts. Clear the browser's cache and try reloading the page.

I have cleared my cache and I am still having this issue both in IE and Firefox. Any help would be greatly appreciated.
