after a fresh 1.3 install, French localization seems to be directly included.

Yes, it is included, with old message files. So you'll lack some messages, but 98% of Alfresco will be translated.

I haven't yet worked on translating 1.3 final. I'll do it in the next few days.

Sooner than expected, i've released the new 1.3.0 FR language file.
I confirm that it includes a small set of updates since v1.3.0dev, so v1.3.0dev should work well.

Yes, of course you can.

Yet, the most urgent should be to build a language pack for v1.4.0preview.

You can translate patch-service_en_US.properties, bpm-messages_en_US.properties, jbpm_en_US.properties, webdav-messages_en_US.properties and workflow-messages_en_US.properties.  They are not translated at all because these files are new (except patch-service, but that file is changed on every release).

remaning changed files are :
action-config_en_US.properties
bootstrap-spaces_en_US.properties
lock-service_en_US.properties
permissions-service_en_US.properties
version-service_en_US.properties
webclient_en_US.properties

They are all only slighty modified, except for webclient which is deeply changed.

It should be easier that i translate myself theses remaining files as it's the best way to ensure translations are coherent.

But if you're too fast at translating the first ones, i'll let you translate the others. What tool do you use ?

Changed files are being worked, but i haven't touched new files yet.

Just a few words, almost all files are translated.
I've begun the new files.

So forget it for now, all files will be done next week.

just one last word : patch-service is not translated because imo it does not make sense to translate it (only used before any language pack is configured in the system).

I haven't have any confirmation about it from alfresco team.
