Evaluating Alfresco

Hello,
    I am evaluating Alfresco and Nuxeos as content management frameworks for use in a large commercial project.

I am finding the various licensing issues complex 😉

What I would like to do is customise alfresco to meet the use cases and workflows of the problem space.

However is this only achieved by becoming a 'partner' ?
