It could just be a bug on that screen.   Could you double check what is in your alfresco.log file.   i.e. Have you built alfresco enterprise and are there messages about the lack of license.

That's what it is supposed to do.

If your question is where is alfresco explorer then the answer is that its been EOL'd.

Worse than Deprecated.  EOL'd, Gone, Dead.

There's talk of it being converted to a community add on but I don't know details.
