enable FTP in alfresco

hello…
i have an alfresco running on window server 2003..and i want to enable the FTP to access the repository via FTP. could anybody help me how to configure it ??
i'm reading this information: http://wiki.alfresco.com/wiki/File_Server_Configuration#FTP_Server_Configuration
and in my file-servers.xml config like this:

<config evaluator="string-compare" condition="FTP Server">
     <serverEnable enabled="true"/>
<port>21</port> 
<bindto>192.168.1.2</bindto>
<rootDirectory>/alfresco</rootDirectory>
<!–      <debug flags="File,Search,Error,Directory,Info,DataPort"/> –>
   </config>

there's some mistake in my configuration ??
