dynamic dropdown list for metadata properties

Hi,
Can anyone tell me the best way to have dynamic drop down lists while editing the metadata properties of a file.

For eg:
Suppose there are 3 drop downs(dept name, dept number, dept manager). If I select the department name from the list, then automatically the dept number and dept manager should be selected.
