Disable the download Action on the menu list

Someone can help me to disable the download button on the view of files.

I use Alfresco community 4.2c x64

you can do it by changing the permissions on the folder under which those documents lying.
But it will affect other actions as well.
Check out permission model of alfresco.

And for disabling specific action you need to play with action evaluator
