Disable Publish Action in Document Library List and Details pages

I've successfully disabled a number of standard actions in Share 4.1 that we don't need, especially those for the cloud.

But the Publish Action seems to refuse to go away.  I use the following:

       <action id="document-publish" type="javascript" label="actions.document.publish">
          <param name="function">onActionPublish</param>
          <evaluator>evaluator.doclib.action.disableAction</evaluator>
       </action>

dumb question: Have you removed the

negate="true"‍

attribute in the action definition? Otherwise your disableAction evaluator (which I assume just returns "false") will be negated into "true" and always provide the action.
Other than that, I would need a bit more of your configuration for an educated guess…
