Disable default 'Inherit Parent Space Permissions'

Hello,

Is it configurable to disable the default "Inherit Parent Space Permissions" whenever a new space of content is added?

One possible solution I think is creating a rule on root folder to run script and disable the inherit permissions. Better if it is configurable behavior.

I do not think it is configurable. but it is kind of logical to have it set by default.
