First of all, I would recommend you to upgrade to the latest version of Alfresco, because there are so many upgrades/fixes after 2.1.
Following is applicable for 3.2 and I have tested for 3.2 only. I am not sure about 2.1.

Procedure

1)   Open <Alfresco_Home>\tomcat\webapps\share\custom\components\dashlets and add css file in Share : my-page.css.
2)   Add bunch of files under <Alfresco-Home>\tomcat\webapps\share\custom\WEB-INF\classes\alfresco\site-webscripts\org\alfresco\components\dashlets;
a.   my-page.get.desc.xml,
b.   my-page.get.head.ftl,
c.   my-page.get.html.ftl, and
d.   my-page.get.properties
3)   Check the index of services and then see one added; Since the requirement is to add a user dashlet, the type has to be user-dashlet. http://localhost:8080/share/service/index/family/user-dashlet
4)   After that, any user should be able to add the dashlet to the Dashboard. If it is for site dashlet, add as site-dashlet family.

Hope this helps!

Possibly not - if he's on v2.1 then he won't be asking about Share.

oh, oh. My mistake!
I completely forgot about the fact that Share was released only in end of 2008.

@bhaskar - This is only applicable to Share.
@MikeH - Thanks for reminding/rectifying!
