Deploy Workflow

Hi, I create my workflow, named threestepsworkflow.

So, I create a processDefinition file, a model, a context and a file of property. The file I've created are

threesteps_processdefinition.xml  (named wft:threesteps)
threestepsModel.xml (named wft:workflowthreestepsmodel)
threesteps-workflow-context.xml (bean id="threesteps.workflowBootstrap" parent="workflowDeployer">)
threesteps-messages.properties.

I put all the files into the directory shared/——/extension

So, how can I deploy it. Restarting tomcat, alfresco don't work..
What I must do ?

I thing is a problem of deploy with tomcat. The error is that don't run localhostort/alfresco.

I solved in a very strange way:

I put in web-client-config-wcm.xml , between <workflow>wfn:nozeflow (the name insert in my process definition file).
After I restart, and now run, without my new workflow
After, i remove the declaration from web-client-config-wcm.xml and restart and…Run!!!

I've do it several times, and always work only in this way.

Why?    
there is not much sense in whai i did
