Create new content model

Hi everybody.
I'm newbie in Alfresco.
I want create new content model. I read some documentation , after had experience. But unsuccessful.

Question:
For create new content model - I must get SDK , do actions and deploy in tomcat?
                                              or I can do actions in files in <ALFRESCO_HOME>/tomcat/…………



If possible, please write easiest way for create it. (with minor files).

You also have the option to deploy and load the model dynamically (rather than loading statically from the classpath on re-start):
