I created a new preset and if I keep everything the same except the id and title I can create a new site using this new preset.

But when I place dashlets in different locations from the Collaboration Site then I cannot create a new site using my new preset.  It gives me the error:  Could not create the site at this time.  Please try again later.

I checked the alfresco, share, and catalina logs.  No errors showing.

Is there another log that might show me what's wrong?

This turned out to be that when I put the preset into its own custom file it needed to go under web-extension/site-data/presets/ and not just web-extension/site-data/.
