There is a taggging service which lets you tag content. However, AFAIK there is no tag cloud UI out of the box. You can of course just do it yourself and plug in any third party tag cloud using web scripts.

The Office add-in from 2.9 n has a tag cloud UI. Check out the documentDetails.get.html.ftl webscript and associated office.css for one approach.
