Cannot upload files greater than 3MB

I have previously uploaded files greater than 3MB via the Share–> Upload feature. But that has stopped working now.
I am running alfresco on a Windows 2008 server with no customizations.

The log file shows:
Error status 499 null  java.net.SocketTimeoutException

Is there a way to increase the file size or increase the timeout period?
