I need to be able to alfresco to create a project plan such as in an Open project,how can I do that?

Alfresco does not have such functionality.

If you need it, you will have to build it by yourself, or try to find a solution.

Is the Gant Diagram what you need? If that is the case, then you could check the following projects, that seems to offer that:
