Governance Service - new user, empty group list

I'm unable to assign group membership to new users.
The alfresco instance is a newly installed docker governance container (alfresco/alfresco-governance-share-community:latest) and runs on an Ubuntu 20.04 machine.

The search with 'a%' at the group search field (which should yield the admin groups) returns with HTTP status 200, but with an empty list ('No groups found'). 

Logged in as the default admin user, the browser sends the following request: 
http://myhost:8080/share/proxy/alfresco/api/groups?zone=APP.DEFAULT&shortNameFilter=a%25&maxResults=...

What is going wrong here?

Where exactly you are searching?
If you are using default share UI then the user group option is available in the 'admin tools' of the record management site if you have created it.
