Why publish the entire snapshot?

We are using 3.1 enterprise wcm & fsr. When publishing using the FSR, why if i want to publish a file the entire snapshot gets published.

EXAMPLE:
3 files are in the webproject snapshot (files a,b, & c).
I want to publish b, so I select b and now i get a,b, & c.

I was told to have a post call back not publish the other files, but I assume this should be taken care of by the wcm. What is going on here and how can I get only the files the user selects?

A snapshot results in a consistent view of your entire web project.    And deployment makes your target consistent with that snapshot.

Should it only need to update file b, then that's all it will do.

However, if you need more clarification could you have a go at re-wording what you want, I found it difficult to understand what you are asking.   Thanks.
