What user executes Activity Service classes and Listener

I am seeing behavior where it seems that the service tasks classes and user task listeners are being executed by users that do not have enough previlege. Is there a way to control which user executes the service task classes and listeners? I have a need for an admin user to run these not the participants in the workflow.

Any guidance is greatly appreciated.

I think even though other users can execute those classes they are having limited privileges.
