What is the alfresco.war DoD AMP for?

If all the Records Management functionality has been moved to Share, why is there a DoD AMP for the alfresco.war? Is there any RM functionality in Explorer?

The alfresco.war is where the Repository is - hence the RM data model, permissions, business logic, data query webscripts, etc. etc.
