Web Quick Start - Community 5.0 - dashlet does not appear in Customize Site Dashboard

Hi All,
I've recently installed Community 5.0 on a windows server 2008 R2. I was excited to read about Web Quick Start because I would like to use this as a company Intranet. People would like the ability to post files to a front-end website for employees to access.

Following the instructions here:

On Step 9: "Drag the Web Quick Start dashlet to your dashboard layout."  This dashlet is not available in my 5.0.a (wizard) install. I found some other posts and documentation about what to do in this scenario but they were all two years old.

How do I troubleshoot this and get the dashlet to appear?

I'm trying Drupal as a front-end instead of the web quickstart. But if others are having the same problem with web quick start they may want to post here.

Para poder ver el Dashlet de web quick start,

1. crear el sitio
2. ingresar al sitio, por medio del menu sitios.
3. En la herramienta que aparece a la par del nombre, escoger Personalizar el Panel de Inicio
4. En los dashlets, te va a aparecer el Web Quick Start.

jzunigam provided the steps for setting up Web Quick Start. Here they are in English:

To view the Web Quick Start dashlet,

1. Create the site.
2. Enter the site by finding it in the site menu.
3. There will be a tool near the site name that says "Personalize the Panel".
4. In the dashlets section, select the Web Quick Start dashlet.
