Is there a way to remove users / change user permissions on a Web Project?

I am running Enterprise 3.1 sp2

Enterprise 3.1.2 has not yet been released, do you mean Enterprise 3.1.0 or 3.1.1 ?

As a content manager, you can delete user sandboxes. You can also change a user's role by re-inviting them to the web project with a new role.
