Update TOC on PDF transforms

I have written an action that takes a list of docx files and merges them all together using docx4j. The newly created file is then added as a new node into the repository.
The first document in the series has a table of contents in it. when I open the the newly created docx in libreoffice the TOC is there as exepected and updated so that all the merged docs are included.
The problem i'm having is that the PDF generated for the web view does not show the updated table of contents.
Has anyone encountered this problem before or know of why this could be happening?

looks like there is a bug filed with libreoffice for this problem
