Turn off features in a site

Hi,
Is there a way to turn off/hide certain features in a Site?
What i am looking for is something like this :
   1. Users of Site A shouldn't be able to Blog.
   2. Users of Site B shouldn't be able to use Calendar.

   Is there a way to do it? Thank you.
