tomcat hangs loading properties file

tomcat 6 hangs on startup at [alfresco.config.JndiPropertyPlaceholderConfigurer] Loading properties file from class path resources  [alfresco/alfresco-shared.properties]

made changes to the content model and web-client-config-custom.xml file and now tomcat hangs.  Backed out changes, but tomcat still hangs.

Would anyone have any ideas why tomcat is hanging?

This can be the point where it's running into database problems. In my experience if you wait long enough (10 minutes) it returns an error.
