For testing forms and templates, the recommended practice is to create a test web project and after you've creating any new web form to subscribe it just to that test project to ensure its working.
We do want to enable testing of forms and templates directly within the Create Web Form wizard prior to committing to the Data Dictionary. This is something we are investigating now, although we have no committed project here yet.
