Strange document tags image

I'm a bit confused with this problem.
I have added Tag for a document, and when viewing document properties page, the page does not load fully - there is one element missing - tag icon…
When I view properties of Image placeholder…. it links to…

WHAT!?

Is it a bug / simply wrong file reference?
