Starting Stoping Tomcat does not install alfresco

I followed the instructions on http://wiki.alfresco.com/wiki/Installing_Alfresco_Community_3.2r_WAR_on_Centos_5.4

Starting and stoping Tomcat does not install alfresco, as a result i dont get the correct directories created.
Any help would be appreciated

Go to [Alfresco home]/tomcat/webapps. Verify that you have an "alfresco.war" file there and no "alfresco" directory. If there is an "alfresco" directory, move it out of that directory and try restarting Tomcat. If that doesn't work, try creating a new, empty directory named "alfresco" in tomcat/webapps and extract the contents of alfresco.war into that directory.
