SiteManager can't move files between folders

Hello,

I'm facing this issue where a site manager user can't move a file between one folder to another folder of the same site, I have added a test user to a Site Manager group of that site (image attached) but I can't make it work, any ideas?

Have you compared the permissions on each folder? Perhaps there are locally set permissions that are preventing the Site Manager from either deleting from the source folder or writing to the target folder.
