Simple Workflow OK Greyed Out in 2.9

When creating a simple workflow for a space, the "ok" button remains greyed out even after selecting all the options.

Any clues?  Permissions? etc.

It is a known and reported bug that was already fixed. I think in 2_9C_dev.
