Security Permission question

Is it possible to setup security so that, based on role, a user can be restricted from (as individual elements within the security model):

Creating a space (but can write/read files within spaces)
Deleting a file (but can write/read files)
Start discussion (but cannot write to files)

Version 1.2 (linux)
