I suggest Rules should have an activation state.   Some times I want to turn a rule off without deleting it.  This is a big deal if I have a rather complex ru le. Some other features would be nice like effectivity

That's a good suggestion, feel free to add this improvement to JIRA, check first though as it may already have been raised.
