I need to restrict the access of all users to certain sites/folders .
With the help of , i am able to restrict the read permission in sites/folders to all users.
But still all users are able to upload/create documents in those sites/folders.
In alfresco share , Is there any way we can restrict access of all users to create and upload documents without modifying specific user related permissions?

Why don't you use Site Consumer role for these users?
Every user having this role can't upload and create documents.

Modifying each user permission won't serve the purpose.
Any other way without modifying user related permission
Any option like the 'inherit permission' ?

If you are using Sites, you can assign every user to Site Consumer role for that site.
If you are not using Sites, you can assign ever user to Consumer role for targeted folders.

You can try to add a group ,and add all users to that group and give that group consumer permission
