Only Staging and Live sandboxes (the sandboxes managed by our deployment server on your run-time site) are indexed. The Regenerate
wizard leverage our search index to determine what files to update.
If you've create a number of XMLs and their associated renditions in your sandbox, and you never commit these to Staging, if you update your Freemarker template, we will never know that there is anything to regenerate.
Good news though: You should be able to submit and then re-run the wizard. Let us know how it goes.
