Can anyone tell me whats the difference between inbound and outbound email settings in alfresco community edition 3.3.

The inbound settings control email entering alfresco.    So control who is allowed to send in email and where it goes.   http://wiki.alfresco.com/wiki/Inbound_SMTP_Email_Server_Configuration

The outbound settings control email being sent from alfresco.   So control where the remote email server is, how to authenticate with it etc.
